Roireau sentenced for colluding on paving contracts

Marcel Roireau has been sentenced to 12 months of house arrest after admitting to bid-rigging for paving contracts in the Granby region. Roireau, former vice-president of operations at Construction DJL, confessed to colluding with Sintra Inc. and Pavages Maska Inc. between 2008 and 2009. The scheme manipulated contract awards, prices, and product quality, bypassing competitive market forces.

 

Roireau pleaded guilty under the bid-rigging provisions of the Competition Act. His case follows charges laid by the Competition Bureau on September 14, 2023, which also involve Serge Daunais, formerly vice-president of Pavages Maska Inc. The investigation into bid-rigging continues.

 

The Competition Bureau has encouraged those involved in illegal agreements to seek immunity or leniency through its Immunity and Leniency Programs. The Bureau also offers confidentiality for whistleblowers reporting violations of the Competition Act.
